This study evaluates the Corporate Social Responsibility (CSR) program implemented by PT Pertamina Hulu Energi North Sumatra Offshore (PHE NSO) on the empowerment of women salt farmers in Teupin Kuyuen Village, North Aceh. The program was designed through the establishment of women salt farmer groups and the construction of a salt production house to address weather-related challenges while supporting the economic empowerment of coastal women. However, its implementation has not been fully optimized. This study aims to evaluate the program using the Context, Input, Process, and Product (CIPP) evaluation model and to assess its alignment with the principles of women's empowerment. A qualitative approach with a case study method was employed, utilizing in-depth interviews, observation, and documentation as data collection techniques. The findings reveal that, in terms of the context dimension, the program addressed needs that were relevant to the conditions of women salt farmers; however, the beneficiaries were not actively involved in the assessment and program planning stages. Regarding the input dimension, the program lacked comprehensive planning, transparent beneficiary selection mechanisms, and adequate resources aligned with the needs of the target group. In the process dimension, implementation largely remained at the stages of data collection and preliminary surveys, accompanied by limited women's participation and indications of inaccurate beneficiary targeting. In the product dimension, the program failed to generate significant economic impacts, women's empowerment outcomes, or long-term sustainability. This study concludes that the program remains predominantly charitable in nature and has not fully incorporated the principles of women's empowerment. Therefore, recommendations for program improvement are needed to better align the program with field conditions and to emphasize participatory approaches, thereby enhancing the sustainability of women salt farmers' empowerment in Teupin Kuyuen
